what exactly is the difference between Minimum Safe Altitude and Minimum Sector altitude on Instrument Approach Charts?

minimum safe altitude of an instrument approach is calculated based on rather arcane fazzete surface extending from the touchdown, slanted with respect to design glideslope, plus a defined area around the airport.
