Why have planes been flying so low in Monterey Park CA?

-I have noticed e v e r y d a y that planes have been flying really low , and I have been wondering why , can anyone help and tell me why ? :) really appriciated :D<3Due to a stupid rule implemented by the FAA, all of the traffic at Hawthorne airport have to have 3 miles of horizontal and 1,000 feet of vertical seperation but the controllers instead just divert traffic to LAX or make them circle the airport. Stupid rule, pisses both pilots and residents off.
